The company that owns or operates local electricity delivery infrastructure in a service territory.
What it means
The TDU or TDSP handles poles, wires, meters, and delivery. In competitive retail areas it is distinct from the REP that sells the plan and sends the retail bill.

How the decision system uses this concept
Changing REPs normally does not change the TDU for the service address. Eyebiss therefore separates delivery charges from switchable plan terms.
